Counterintelligence
As an experienced Counterintelligence Special Agent, Counterintelligence Officer, and Military Intelligence Officer aligned with experience as a technology expert, the founder provides insightful solution recommendations. The founder has received awards and honors for his leadership and service in counterintelligence, security reform, and insider threats. He is experienced in leading through influence, national and community strategy development, insider threat detection programs, and counterintelligence policy and investigations.
Insider Threat
As the leader of the National Insider Threat Task Force, the founder oversaw the implementation and coordination of a U.S. Government-wide Insider Threat program that involved more than 70 Executive Branch agencies. His main responsibility was to develop and implement the National Insider Threat Policy and Minimum Standards, which were approved by the President and aimed to prevent, detect, and respond to insider threats. He also communicated regularly with the National Security Staff and the Congress to ensure alignment and support for the Insider Threat programs across the U.S. Government Executive Branch.
Helping Partners Identify and Meet Strategic Goals
The founder has extensive experience in helping partners identify and meet their strategic goals. He can assist them in conducting a thorough analysis of their current situation, strengths, weaknesses, opportunities, and threats. He can also help them formulate a clear vision, mission, and objectives that align with their core values and competitive advantage. He can then work with them to develop and implement a realistic action plan that includes specific, measurable, achievable, relevant, and time-bound (SMART) goals. He can also provide ongoing support and feedback to monitor their progress and ensure they achieve their desired outcomes.
Developing Technologies to Support National Security
As a seasoned leader and innovator in developing technologies for national security, the founder led and participated in various initiatives and projects that aimed to identify, recommend, and deliver mission solutions based on enterprise mission user needs. He collaborated with diverse stakeholders across the Intelligence Community, Department of Defense, private sector, and academia to drive decisions and integrate next-generation automated solutions, tools, and techniques for an integrated intelligence environment. He also facilitated experimentation and testing of the solutions to ensure their effectiveness and quality. He led the development and implementation of multi-agency information environment strategies, aligning multi-vendor hybrid cloud computing technologies, global data-center placement and management, and world-wide network environments.
Emerging Technology
The founder is a leader and expert in leveraging emerging technologies to answer mission problems. He provided leadership and oversight in identifying, recommending, and fostering delivery of mission solutions based on enterprise mission user needs. He collaborated at a senior level and oversaw collaboration across the Executive Branch, Department of Defense, private sector, and academia to drive decisions in an integrated, coordinated manner and to identify and integrate next-generation automated solutions, tools, and techniques for an integrated intelligence environment. He represented the voice of mission capability solutions enhancing the integrated intelligence enterprise. He led the development and application of innovative analytic and collection methods, technology, and tradecraft techniques to integrate multiple disciplines addressing the hardest mission challenges.
About THe Founder
Having Spent 30 years working on National Intelligence, across multiple agencies and disciplines, the founder, David Vincent, wanted to build a company whose mission it is to advance National Intelligence / National Security innovation.
Delta Victor Insight LLC began its efforts providing business development support to a successful company focused on Air Force and Space Force missions. This company is set to become a leader in providing research and development efforts across space focused national intelligence priorities.
In late 2022, the founder was then selected as an entrepreneur on the 2023 Department of Homeland Security Startup Studio through FedTech.io.
Between 2012 and 2022, the founder had a broad set of experiences working Intelligence Community (IC)- and government-wide programs, which he draws on today to support his partners.
As Chief of Mission Systems within the Mission Integration Directorate’s Mission, Performance, Analysis, and Collection Office, he provided leadership and oversight in identifying, recommending, and fostering delivery of next-generation automated mission solutions, tools, and techniques for the IC based on mission user needs across the full IC enterprise. He ensured a collaborative environment including private sector, academia, and federal partners.
As the Director of the Intelligence Community Advanced Campaign Cell, he led a community of professional staff and contractors representing multiple IC agencies to develop and apply innovative analytic and collections methods, technologies, and tradecraft techniques to integrate multiple intelligence disciplines to address the hardest IC Mission challenges. He enabled an environment of collaboration and sharing, creating communities of interest (COIs) across the IC, Department of Defense (DoD), the private sector, and academia at all working and management levels.
As a senior advisor and acting Technical Director for both the ODNI Office of the IC Chief Financial Officer and the Office of the ODNI Chief Information Officer. the founder, working with government and corporate partners, provided input on identifying innovative technologies and methods to gain the full benefits and intelligence value of IC-wide data. He also leveraged experience to create integrated governance programs.
Having been recruited by the Office of the IC Chief Information Officer for his program management and mission experience, the founder served as Director of the Information Technology Planning and Strategy and Director of Mission Engagement. In these positions, he ensured the mission-user was represented in cross-IC information technology development. He oversaw the IC CIO and IC Chief Data Officer governance boards and chaired the IC Investment and Technical Integration Committee, where all components across the IC along with DoD leadership were represented and community-wide decisions were made. He also established a new approach and oversaw partnering with the ODNI Office of Legislative Affairs to streamline and synchronize all Capitol Hill efforts to manage relationships between the IC CIO and the White House, Congress, and the rest of the IC.
Reporting to the Director of the National Counterintelligence and Security Center, the founder served as the Assistant Director, Enterprise Performance Management, where he was responsible for developing National and IC counterintelligence and security policies, provided counterintelligence input into the National Intelligence Strategy and developed the National Counterintelligence Strategy (which was signed by the President). His team developed budgets and resource allocation plans supporting the National Counterintelligence Strategy and the U.S. Government’s Security Executive Agent. He oversaw counterintelligence resources across the Intelligence Community and reviewed and analyzed agencies’ counterintelligence program plans against national counterintelligence and security strategies along with monitoring performance in implementation of program decisions.
The founder was selected to stand up and direct the National Insider Threat Task Force where he led over 70 Executive Branch agencies in the creation of a U.S. Government-wide insider threat program and promoted sharing insights and best practices across the U.S. government. He and his team developed and implemented the National Insider Threat Policy and Minimum Standards which was signed by the President. He and his team interacted daily with the National Security Staff and he briefed Congressional staff on the successes and challenges of the program.
Selected as the Deputy Assistant Director for Technical Counterintelligence and Cyber Threats within the Office of the National Counterintelligence Executive, the founder brought members of the IC together wo answer cross-agency technical issues ensuring sharing and collaboration and avoiding duplication of efforts. He and his team developed threat, warning, and awareness products including those provided to the Congress and the White House. He interacted daily with National Security Staff and briefed Congressional staff on the mission. He provided technical counterintelligence input to the Identity Intelligence Board of Governors meetings to ensure members were aware of threats by foreign intelligence entities.
The founder spent a total of ten years with the Federal Bureau of Investigation, six years as a Senior Information Technology Specialist at the Los Angeles Field Office and another four years as the Program Manager of Analytic Tools and Applications within the Special Technologies and Applications Office. As a program manager, in addition to development of multiple counterterrorism, counterintelligence, counter-proliferation, and criminal analytic tools, he led the FBI’s machine translation program where his team of government personnel and contractors developed foreign language translation and trans-literation tools for text, audio, and video files. Prior to the assignment as a Senior Information Technology Specialist, he served as a contracted criminal intelligence analyst on the FBI’s Los Angeles Metropolitan Task Force on Violent Crimes.
The founder was a member of the Department of Defense Military Intelligence Civilian Excepted Career Program (MICECP) where he served as a supervisory Counterintelligence (CI) Special Agent, leading cyber investigation training for new and transitioning CI Special Agents and leading the Counterintelligence Special Operational Concepts efforts. He deployed on Operation Iraqi Freedom as a Tactical Human Intelligence Team Leader and Operations Officer and was responsible for a number of cyber-espionage cases prior to deploying.
As a U.S. Army Military Intelligence Officer, he was activated and assigned as the Assistant Coordinator for the Oregon State Police Criminal Intelligence Unit, where he supervised a team of military analysts working counter-drug operations. He also spent 11 years in the Oregon Army National Guard serving as an Operations Officer,
